Dear Noncommercial Broadcaster:
This may be the first time you have heard from us, but we have been working on your behalf and we are asking for your help.
We are in the midst of the “Web V” Copyright Royalty Board proceeding to set your SoundExchange rates for the years 2021-2025. If you are not a college broadcaster or Public Radio affiliate (NPR, National Federation of Community Broadcasters, etc.), we are your only means of representation in this case. In order to present a compelling case, our committee needs to raise a large sum of money – on the order of $475,000 – to cover the costs of legal counsel, case witnesses, and expert opinions.
Every station with an online stream needs to pay SoundExchange – even if your station is talk-formatted. They administer the sound recording copyright, in which royalties are paid out to the artists and labels. Our committee is fighting to reduce your SoundExchange rates to an amount that is appropriate for noncommercial stations like yours. Without presenting a highly convincing case, many of us could be taxed off the web.
Since this is a massive proceeding that also includes commercial radio, noncom stations have historically not received much attention – but our streaming rates continue to increase! We are doing our best to make sure that doesn’t happen this time, but it will only possible with your help.
Several of the broadcast groups we represent have already given quite generously. They realize that money spent on this cause is a necessary part of broadcasting, and it will pay dividends. Would you consider airing PSAs or direct listener appeals for this cause?
We understand that these have been difficult times for all broadcasters, especially in the noncommercial world where we depend on the generosity of listeners. However, the long term results of this proceeding cannot be stressed enough. Our efforts now will help keep your future license fees low. Help us fight for fair rates and put on a case that all noncommercial broadcasters deserve!
